Yet, to me it appears to be more of the role of a &#039;chairman&#039;: i.e. seeking consensus cannot allow head-banging. And would heads of state allow any post-holder to become more powerful than them (individually or, certainly, collectively)? Barroso&#039;s re-appointment was supported because he is compliant; would national heads want any different from a Council President?</description>
